The Government of Haryana through Government of India has applied for financing from the World Bank towards the cost of the Gurugram Metro rail Project - Sustainable Multimodal and Resilient Transport for Haryana and intends to apply part of the proceeds toward payments under the contract for Construction of Viaduct and Elevated Stations from Sector 9 Metro Station (exclusive) to Cyber City Metro Station (inclusive) of Gurugram Metro Corridor between Millennium City Centre and Cyber City, Gurugram, India. The Gurugram Metro Rail Limited (GMRL) now invites E-Bids from eligible Bidders for: Name of work: Construction of Viaduct and Elevated Stations from Sector 9 Metro Station (exclusive) to Cyber City Metro Station (inclusive) of Gurugram Metro Corridor between Millennium City Centre and Cyber City, Gurugram, India.

Construction Period: 30 months .

Bidding will be conducted online through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing Seventh Edition September 2025 ” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria: Technical Bid and non-price factors: 50 %; and

Financial Bid: 50 %.

Interested eligible Bidders may obtain further information from General Manager/ Contracts, Gurugram Metro Rail Limited, Email: contracts@gmrl.org.in and inspect the Bidding document during office hours i.e. 0900 to 1700 hours at the address given below or download the bidding document from e-procurement system https://etenders.hry.nic.in. The Bidding documents in English are available online on e-procurement system from 05.10.2026 to 18.11.2026. Interested eligible Bidders are required to pay a nonrefundable fee of INR 23,600/- (Rupees twenty-three thousand six hundred Only) (inclusive of 18% GST) before submission of Bids. The tender fee shall be accepted online only in the form of NEFT/RTGS/through E-Procurement System on or before 15:00 hours (IST) on 18.11.2026 and receipt and details of tender fee paid, have to be uploaded on the web-site up to 15:30 hours (IST) on 18.11.2026 . 7. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) in the name of the person duly authorized to sign on behalf of the Bidder from one of the Certifying Authorities (CAs), authorized by Government of India for issuing DSC (e.g. Verasys/ Sify/ nCode/ eMudhra etc.), with their profile. It is mandatory for the bidder to register their firm with e-procurement system https://etenders.hry.nic.in and obtain the user ID and password for participating in e-procurement in this Project. Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on the e-procurement system on or before 15:30 Hrs. (IST) by 18.11.2026. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. The electronic procurement system would not allow any late submission of bids. The “TECHNICAL PART” of the Bids will be publicly opened online on 18.11.2026 at 16.00Hrs. (IST) in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 16:00 hours (IST) , and this could also be viewed by the bidders online. The “FINANCIAL PART” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. 8. All Bids must be accompanied by (i) “Bid Security” of INR 16,62,53,000/- (Indian Rupees Sixteen crore sixty-two lakh fifty-three thousand only) or USD 1,750,000/- (USD one Million seven hundred fifty thousand only) and (ii) Local Labour Method Statement. The form of Bid Security and details of submission are given in Vol.1A – Instructions to Bidders of the Bidding Documents. 9. A pre-bid meeting will be held in hybrid mode on 21.10.2026 at 11.00 hours (IST) at the office of General Manager/Contracts and through video conferencing by software apps such as Webex / Microsoft Teams, to clarify issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of the requirements under this contract for discussion and clarification at the pre-bid meeting. 10.
