1. The Government of Nepal [GoN] has received financing from the World Bank toward the cost of the Provincial and Local Roads Improvement Program (PLRIP ) and intends to apply part of the proceeds toward payments under the contract for Construction and upgradation works of Shreebhawar-Dogad-Garje Road of Baitadi District. 2. The Provincial Project Management Unit (PPMU), Dhangadhi, Kailali invites sealed bids from eligible Bidders for the procurement of Construction and upgradation works of Shreebhawar-Dogad-GarjeRoad of Baitadi District . The construction period is Two years six months (2.5 years). The works consists of two phases: (a) Phase: 1 Construction and upgradation works - The Construction and upgradation works of Shreebhawar-Dogad-Garje Road of Baitadi District consisting of the Site Clearance, Earthworks. flexible pavement construction, rigid pavement construction, Road safety and traffic management work, retaining structures, bridge, culverts, drain and bio-engineering works, etc., and (b) Phase 2: Performance Based Maintenance Works for 5 years (Maintenance works consisting of all activities to be carried out to achieve and keep the road assets as defined in the Technical Specifications) after completion of Construction and Upgradation works, under International Competitive Bidding – Single Stage Two Envelope Bidding procedures. Both phases will be awarded under this procurement but phase 1 (upgrading works) will be fully funded by the World Bank whilst the phase 2 (maintenance works) will be funded by the government of Nepal. 3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulation for IPF Borrowers, 7th edition dated September 2025” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50 % . and for Bid cost: 50 %. 5. Interested eligible Bidders may obtain further information and inspect the bidding documents during the office hours (i.e., 9:00 to 17:00 hours) at the address given below or at the Website: https://plripppmu.sudurpashchim.gov.np/ 6. A single-stage, two envelope RFB process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFB Document. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application at the address below and upon payment of a nonrefundable fee NRs 20,000.00 (In Words: Twenty Thousand Only) or US$ 150 . 7. Bids, both Technical and Financial must be submitted in hard copy, at the address below by hand/courier on or before 12:00 hours (Nepal Standard Time) on November 13, 2026. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Provincial Project Management Unit (PPMU), Dhangadhi, Kailali., 13:00 hours on November 13, 2026 . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. Electronic bidding will not be permitted. 8. Late Bids will be rejected. The “TECHNICAL PART” of the bid will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below immediately after bid submission deadline on November 13, 2026 at 13:00 hrs. “FINANCIAL PART” of the bid shall remain unopened until the second public Bid opening, notified after completion of evaluation of Technical Part of the bid. 9. All Bids must be accompanied by a: (i) “Bid Security” of US$ 336,000.00 or NPR 51,412,000.00, (ii) Local Labour Method Statement and iii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration. Bids must be valid until March 12, 2027. Bids must be accompanied by a Original copy of the bid security which shall be valid until April 11, 2027. 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
