Invitation for Bids Construction of Complex building (2)

The Kingdom of Cambodia has received a Credit from the World Bank toward the cost of the Second Higher Education Improvement Project (HEIP2), Ministry of Education, Youth and Sport (MoEYS), and it intends to apply part of the proceeds of this Credit to payments under the Construction of Complex building (2), Ref: MoEYS-HEIP2-RUA-NCB-W-005. The Second Higher Education Improvement Project, MoEYS, now invites sealed bids from eligible and qualified bidders for the Construction of Complex building (2). The construction period is 730 Calendar Days. Procurement will be conducted through National Competitive Bidding Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs. This invitation is open to all qualified bidders from eligible source countries of as described in the Bidding Document. Bidders’ attention is drawn to Sub-Clause 6.3 of the Instructions to Bidders (ITB) and Section 2 – Bid Data Sheet (BDS) on the Qualification requirements. Qualification requirements include:

Average Annual Construction Turnover: The average annual volume of construction work of the successful Bidder over the last 3 years (2023, 2024 and 2025) shall be at least USD 4.6 million. Specific Similar Experience: The bidders shall demonstrate experience as prime contractor in the construction of at least two (2) contracts for works of nature and complexity equivalent to the Works with each contract value of at least USD 2.3 million within the last five (5) years. To comply with this requirement, works cited should be at least 70% completed , billed and paid and documentary evidence must be submitted with the bid. Liquid Assets: The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be not less than USD 573,000.00.

Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend in person at the address given below at 09:00 a.m. on 20 October 2026. Bidders shall not have the option of submitting their Bids electronically. All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders. The Government and/or the Development Partner will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
