The successful respondent will be responsible for the provision of District Valuation Roll (DVR) services in accordance with the Rating Valuations Act 1998, Rating Valuation Rules, and Office of the Valuer-General requirements. Services include triennial revaluations, ongoing maintenance of the District Valuation Roll, management of valuation objections, audit support, and associated valuation services required to support Council operations. The contract will commence on or about 25 September 2026 for an initial term of three years, with extension options as specified in the procurement documents. Council is seeking a supplier that can demonstrate: Proven experience delivering District Valuation Roll services for New Zealand territorial authorities. Compliance with all applicable legislative and regulatory requirements. Robust valuation systems, data management, privacy, and information security practices. Sufficient capability, capacity, and specialist expertise to ensure continuity of service. Strong performance in managing statutory timeframes, revaluations, objections, audit requirements, and peak workload periods. A commitment to service quality, transparency, risk management, and continuous improvement. Hamilton City Council places particular importance on service continuity, auditability, operational resilience, and proactive management of delivery risks associated with this specialised and highly regulated service environment. The procurement has been designed to support value for money while ensuring the ongoing integrity and reliability of the District Valuation Roll and related valuation services.
