CFPs: Solar Energy and Early Recovery Support for Youth Centres (South Sudan)

The United Nations Development Programme (UNDP) is seeking national and international NGOs to support renewable energy interventions and early recovery activities in five priority locations in South Sudan. The REVIVE II programme, supported by KOICA’s Korean Ecosystem Fund and implemented by UNDP, focuses on solarizing youth centres and delivering multidimensional recovery activities for displaced populations, returnees, and host communities. The project will operate in Bor, Renk, Malakal, Rumbek, and Yambio through 31 July 2027.

About the REVIVE II Programme

The REVIVE II programme responds to urgent renewable energy and early recovery needs in fragile and conflict-affected areas of South Sudan. Supported by KOICA’s Korean Ecosystem Fund and implemented by UNDP, the initiative combines renewable energy interventions with recovery activities designed to strengthen resilience and improve access to essential services. A key component of the programme is the solarization of youth centres. The programme also supports broader recovery activities intended to benefit displaced people, returnees, and host communities. Where Will the Project Be Implemented? REVIVE II will focus on five priority locations in South Sudan: - Bor. - Renk. - Malakal. - Rumbek. - Yambio. Activities will be implemented across these locations according to the programme’s renewable energy and early recovery priorities. What Are the Main Objectives? The programme aims to address critical needs in fragile and conflict-affected communities by combining renewable energy solutions with early recovery support.

Solarization of Youth Centres One of the programme’s priority interventions is the solarization of youth centres. Renewable energy support is intended to improve access to energy in selected facilities while contributing to broader recovery and resilience objectives. The intervention forms part of the programme’s wider effort to address infrastructure and service needs in fragile communities. Early Recovery and Resilience-Building REVIVE II also includes multidimensional early recovery activities. These activities are intended to support communities affected by displacement and conflict while strengthening their ability to recover and build resilience.

Critical Infrastructure and Essential Services Improving access to critical infrastructure and essential services is another major programme priority. The initiative seeks to support recovery in communities where conflict and displacement have affected infrastructure and access to services. Interventions in the five priority locations will contribute to the broader recovery objectives of the programme. Local Capacity and Recovery Planning The programme also focuses on strengthening local capacities.

This includes support related to:

Building local capacity can help communities and local actors participate more effectively in recovery planning and implementation. Focus on Fragile and Conflict-Affected Contexts REVIVE II is specifically designed for fragile and conflict-affected areas of South Sudan. UNDP is seeking organizations with experience working in challenging environments and with communities affected by displacement and disrupted livelihoods. Applicants should therefore be able to demonstrate relevant experience in recovery, livelihoods, economic development, or related activities in fragile contexts. Who Can Apply? The opportunity is intended for organizations with an established presence and relevant operational experience in South Sudan. Eligible applicants must meet the stated legal, geographic, experience, financial management, and compliance requirements.

Applicants must:

- Be legally registered national NGOs or CSOs in South Sudan. - Have an operational presence in at least one of the five target locations. - Demonstrate at least six years of relevant experience. - Meet required financial management standards. - Have undergone a HACT micro-assessment or equivalent. - Comply with safeguarding requirements. - Meet UNDP reporting requirements. National NGOs and Civil Society Organizations National NGOs and civil society organizations in South Sudan can participate if they meet the programme’s eligibility requirements. Organizations should demonstrate that they are legally registered and have the operational capacity necessary to implement activities in at least one target location. Their previous work should demonstrate relevant experience in recovery, livelihoods, economic development, or related areas. Operational Presence Requirement Applicants must have an operational presence in at least one of the programme’s five priority locations.

Minimum Experience Requirement Applicants must demonstrate at least six years of relevant experience. Relevant experience should include work related to recovery, livelihoods, economic development, or comparable activities in fragile contexts.
