The International Organization for Migration (IOM) is inviting Moroccan-registered associations to apply for partnerships under the Comprehensive Protection Programme Phase II (CPP II). The programme provides an indicative budget of EUR 120,000 for 12 months to support protection, direct assistance, legal and administrative support, health services, emergency shelter, and other services for vulnerable migrants and host communities in Morocco. What Is the Comprehensive Protection Programme Phase II? The Comprehensive Protection Programme Phase II (CPP II) is implemented by IOM Morocco to strengthen protection systems and improve access to essential services for vulnerable migrants and host communities. The second phase builds on the results of the programme’s first phase and uses a rights-based, localized and capacity-strengthening approach. The programme focuses particularly on migrants who face barriers to accessing protection, healthcare, justice, social assistance and socio-economic opportunities. Who Are the Target Beneficiaries? The programme focuses on vulnerable migrant populations, including: Education and recreational activities for children and youth. Support for children and young people in vulnerable situations. Referral to appropriate public and community services. Communication and follow-up mechanisms with beneficiaries. The programme also seeks to strengthen cooperation between civil society organizations, local authorities and other relevant stakeholders. Geographic Focus CPP II may support activities in areas with identified protection needs, including: Oriental. Souss-Massa. Casablanca-Settat. Tanger-Tétouan-Al Hoceïma. Other Moroccan regions where protection needs have been identified. Applicants should demonstrate a strong understanding of the migrant protection context in their proposed intervention area. Funding Available The indicative budget for this call is EUR 120,000 for a 12-month implementation period.

IOM may:

Allocate funding to one or more selected partners. Adjust the amount allocated according to identified needs. Consider the quality and feasibility of submitted proposals when determining funding. The EUR 120,000 figure should therefore be treated as an indicative overall budget rather than a guaranteed award amount for every successful applicant. Expected Results The partnership is expected to contribute to stronger localized protection mechanisms and improved access to services. A key target is to provide tailored services to approximately 850 beneficiaries.

Eligibility is limited to associations registered in Morocco

Applicants should have:

Legal registration in Morocco. Relevant experience working with vulnerable migrant populations. Demonstrated expertise in protection and direct assistance. Capacity to provide administrative, legal or judicial support where relevant. Experience supporting vulnerable children and youth where applicable. Sufficient organizational and financial management capacity. Capacity to establish and maintain partnerships with local authorities and stakeholders. Organizations should be able to demonstrate that they have the operational capacity to deliver the proposed activities within the 12-month implementation period. What Will IOM Look for in Proposals?
