Interventions should adopt a migrant-centred, gender-responsive and inclusive approach, ensuring equitable access to support and remedy for migrant workers of all genders and addressing barriers that may disproportionately affect women migrant workers and other vulnerable groups.

Project Background

Established in 1951, The International Organization for Migration (IOM) is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all, while committed to mainstreaming gender equality and inclusion across all its programmes and activities. It does so by providing services and advice to governments and migrants.

Since 2021, IOM has piloted a Regional Remediation Fund with civil society organization (CSO) partners to provide comprehensive support to migrant workers in Hong Kong Special Administrative Region, China, Malaysia and Thailand, aim to support migrant workers who had experienced labour rights violation and are in the process of seeking remediation, enabling them to pursue remedy through judicial or non-judicial mechanisms. A total of 180 cases were supported under the Regional Remediation Fund.

Building on the positive outcome from the Regional Remediation Fund in the past five years, IOM Malaysia invites application of Remediation Fund from civil society organization to provide comprehensive support to migrant workers in Malaysia who experience violation of their labour rights and are in the process of seeking remediation. It seeks to ensure equitable access to support for migrant workers of all genders, recognising that women migrant workers may face additional barriers in accessing justice, remedy mechanisms and support services. Applicants are therefore encouraged to adopt gender-responsive service delivery approaches to ensure that support reaches underserved and vulnerable groups while remaining needs-based and non-discriminatory. The Fund can cover the following assistance provided to migrant workers, but not limited to:

• Referrals to legal aid or support in terms of legal fees, including court and other legal process fees

• Capacity building for impacted migrant workers to equip with knowledge and information in accessing justice

• Visa extension fees/documentation assistance

• Emergency psychosocial support

On a case-by-case basis, the Fund may cover:

• Basic need allowance, including food, clothing, hygiene items, telecommunication costs, transport, etc

• Accommodation (rental payment or provision of shelter)

Expected Results

The objectives of the Fund are twofold:

i. To provide flexible and prompt assistance to migrant workers who have experienced violations of their labour rights (a target of at least 50% women migrant workers), enabling them to pursue remedy through state-based mechanisms, including through criminal and civil courts, or other mechanisms including the Migrant Resource Centres (MRCs);

ii. To track the number and nature of cases referred (including sex-disaggregated data) to the Fund, contributing to a stronger evidence base to inform ongoing and future interventions in support of protection of migrant workers.

Indicative Budget

The total budget for this activity is USD $30,000.00, to be disbursed to selected implementing partner(s). The funding will be disbursed in MYR equivalent, using the relevant monthly UN Official Exchange Rate available at https://treasury.un.org/operationalrates/OperationalRates.php, the exchange rate to use when the payment is made.

Project Period

The project period will commence from September 2026 to September 2027.

The organizations responding to this call need to demonstrate their capacity to implement all listed activities as a single package. Partial applications for individual activities will not be considered.

IOM reserves the right to cancel/reduce the scope of planned activities or to introduce new/broaden the scope of the existing activities. Selected Implementing partner needs to be ready to develop a detailed budget based on submitted proposal in two weeks upon receiving the notification from IOM.

All applicants will receive written notification, within the two weeks after the deadline for the submission of Concept Note, of the outcome of the selection process. Should an applicant request further clarification, IOM will provide a response explaining the transparency and integrity of the selection process undertaken.

IOM reserves the right to decline disclosure of the specificity of decision derived by the IOM mission due to reasons related to confidentiality.

IOM reserves the right to accept or reject any Expression of Interest, and to annul the selection process and reject all Expression of Interest at any time, without thereby incurring any liability to the affected Implementing Partners.

Expression of Interest submission guidelines

This document contains instructions on the preparation and submission of the Application including Annex A: IP Information.

1. The Application must be submitted through email to [contact details removed] with [contact details removed] in the cc, with a headline as “CEI-002-2026: Application of Remediation Fund to provide comprehensive support to migrant workers in Malaysia”, no later than 20 August 2026, at 1600 hrs GMT+8. Late applications will no longer be considered.

2. A detailed description must be provided on how the requirements specified in the Call for Expression of Interest (CEI) issued by IOM will be matched by the capabilities, experience, knowledge and expertise of the Implementing Partners

3. The Application must be submitted in the English language and in the format prescribed by IOM within the CEI. All required information must be provided, responding clearly and concisely to all the points set out. Any application which does not fully and comprehensively address this CEI requirements may be rejected.

4. The Application document should comprise of the following

5. Applications may be modified or withdrawn in writing, prior to the closing time specified in this Request for EoI. Applications shall not be modified or withdrawn after the deadline.

6. The Implementing partner shall bear all costs associated with the preparation and submission of the Application and IOM will not in any case be responsible and liable for the costs incurred.

7. IOM at no occasion will ask an application fee from Implementing Partners.
