Call for Proposals: Strengthening Early Warnings for Women, Girls, and Persons with Disabilities in Southeast Asia

The United Nations Office for Disaster Risk Reduction (UNDRR), in collaboration with the European Union’s Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO), invites proposals for the project “No One Left Behind: Strengthening Early Warnings for Women, Girls, and Persons with Disabilities in Southeast Asia.” This initiative aims to enhance inclusive early warning systems in selected communities. The deadline for submissions is 1 October 2026. This project addresses the “last-mile” challenges in ensuring that early warning information is accessible and actionable for everyone, especially women, girls, and persons with disabilities. It focuses on strengthening community-level risk communication and early warning systems in Southeast Asia, specifically in Thailand, Lao PDR, and Cambodia. The grant will support selected civil society organizations (CSOs) to implement activities that enhance inclusive risk communication and early warning practices. The project is divided into three implementation packages, one for each country, with the possibility of submitting proposals for one or more packages. Eligible applicants are non-profit-making organizations capable of implementing community-level projects in Thailand, Lao PDR, and Cambodia. Organizations must demonstrate experience in disaster risk management and inclusive communication practices. This initiative is crucial for improving the resilience of vulnerable groups in Southeast Asia by ensuring they receive timely and actionable early warning information. It aims to integrate inclusive practices into local disaster risk management systems, thereby enhancing the safety and preparedness of at-risk communities.
