Call for Proposals: Standardizing Loss and Damage Assessments for Climate Finance (Kyrgyzstan)

The Santiago Network Secretariat is inviting eligible organizations to provide technical assistance to the Kyrgyz Republic to strengthen national systems for assessing and addressing climate-related loss and damage. The initiative aims to establish a standardized methodology for assessing economic and non-economic loss and damage, integrate a digital assessment tool into the Ministry of Emergency Situations’ information management platform, and strengthen institutional capacity to support evidence-based decision-making and access to climate finance. The maximum budget available for the technical assistance is USD 660,000. Applicants must be members of the Santiago Network or submit an Expression of Interest for membership before the proposal deadline and must have at least seven years of relevant experience in Central Asia, particularly in the Kyrgyz Republic.

About the Santiago Network

The Santiago Network was established under the Warsaw International Mechanism for Loss and Damage to catalyze technical assistance for developing countries that are particularly vulnerable to climate change. Its work focuses on strengthening institutional and technical capacity to: - Avert climate-related loss and damage. - Minimize loss and damage. - Address loss and damage. - Improve national systems and institutional capacity. - Support vulnerable developing countries in responding to climate impacts. The Kyrgyz Republic is facing recurrent climate-induced hazards and slow-onset processes, including glacier retreat and water scarcity. These challenges create a need for stronger systems to understand, document and respond to climate-related losses and damages. Why Is Technical Assistance Needed in the Kyrgyz Republic? The Kyrgyz Republic currently lacks a unified and scientifically robust national system for assessing both economic and non-economic loss and damage. Existing data collection is fragmented, while different institutions may use inconsistent methodologies. These challenges can make it difficult to: - Build a comprehensive national picture of climate-related loss and damage. - Compare information across locations and sectors. - Support evidence-based planning. - Develop effective climate policies. - Identify appropriate adaptation and disaster-risk priorities. - Mobilize climate finance. The proposed technical assistance is intended to address these gaps by creating a standardized national approach supported by digital tools and strengthened institutional capacity. Main Objectives of the Technical Assistance The project aims to help the Kyrgyz Republic establish a practical and sustainable system for assessing loss and damage.

The main objectives include:

- Developing a standardized methodology for economic and non-economic loss and damage assessment. - Integrating the methodology into an existing national digital platform. - Developing a digital loss and damage calculator. - Strengthening institutional capacity. - Improving data sharing. - Training government officials. - Supporting evidence-based disaster and development planning. - Strengthening policy formulation. - Facilitating access to climate finance. - Establishing mechanisms for long-term system maintenance. Three Core Components of the Project The technical assistance will deliver three major components. National System Stocktake The first component involves a comprehensive stocktake of the existing national system for addressing loss and damage.

The assessment will identify:

- Existing systems and processes. - Data availability. - Methodological gaps. - Institutional gaps. - Opportunities for improvement. - Data-sharing needs. - Capacity-building requirements. The stocktake will provide the foundation for designing an improved national approach. Standardized Loss and Damage Assessment Methodology The second component focuses on developing and validating a standardized methodology for assessing both economic and non-economic loss and damage.

The project will develop and pilot:

- A national assessment methodology. - Practical guidance for conducting assessments. - Approaches for economic loss assessment. - Approaches for non-economic loss assessment. - Validation and piloting processes. The methodology should provide institutions with a practical and consistent framework that can be used across relevant levels of government. Digital Loss and Damage Calculator The third component involves designing and integrating a digital loss and damage calculator. The calculator will be embedded within the Ministry of Emergency Situations’ information management platform. The digital tool is expected to help institutions apply the standardized methodology and improve the availability and usability of loss and damage information for decision-making. Key Project Activities Applicants will be expected to address the full scope of technical assistance described in the call.
