Call for Proposals: Civil Society Organizations (CSOs) or NGOs in Ethiopia

The United Nations Development Programme (UNDP) is inviting eligible civil society organizations and NGOs in Ethiopia to submit proposals under the Support to the National Demobilization and Reintegration Programme (SNDRP). The opportunity focuses on supporting ex-combatants, particularly women, persons with disabilities (PWDs), and youth, through mental health and psychosocial support, rehabilitation, sexual and gender-based violence services, and reintegration assistance. What Is the SNDRP? The Support to the National Demobilization and Reintegration Programme (SNDRP) is a collaborative initiative between the National Rehabilitation Commission of Ethiopia and UNDP. The programme supports the demobilization and reintegration of ex-combatants (XCs) across Ethiopia. It responds to immediate needs during the early stages of disarmament, demobilization and reintegration (DDR) while also contributing to longer-term peacebuilding and institutional strengthening.

The programme seeks to:

- Support the safe and sustainable reintegration of ex-combatants. - Address the specific needs of vulnerable ex-combatants. - Strengthen national and regional rehabilitation institutions. - Promote gender equality and the empowerment of women. - Improve access to rehabilitation and psychosocial services. - Strengthen community-based approaches to reintegration. What Does This Call for Proposals Support? This call specifically relates to Output 4 of the SNDRP, which focuses on ex-combatants who require specialized support, particularly: - Women ex-combatants. - Persons with disabilities. - Youth ex-combatants. - Survivors requiring sexual and gender-based violence services. - Individuals requiring mental health and psychosocial support. - Ex-combatants requiring physical rehabilitation. The selected organizations will use their technical expertise and community presence to help deliver appropriate services to these groups. Key Areas of Support The call covers several interconnected areas of rehabilitation, protection and reintegration. Disability Assessment and Categorization Organizations may support the assessment and categorization of disabilities among ex-combatants. This can help identify individual rehabilitation requirements and determine appropriate medical, physical and assistive support. Physiotherapy and Physical Rehabilitation Activities can include physiotherapy and other physical rehabilitation services for ex-combatants living with injuries or disabilities. The objective is to improve physical functioning, independence and quality of life. Training for Caretakers and Assistants Organizations may provide training to caretakers and assistants supporting ex-combatants with disabilities. Training can strengthen the ability of caregivers to provide appropriate and sustainable assistance. Mental Health and Psychosocial Support The programme recognizes the importance of mental health and psychosocial support (MHPSS) during the reintegration process. Eligible activities can help vulnerable ex-combatants access appropriate psychosocial services and trauma-informed assistance. Support for Women Ex-Combatants Women ex-combatants are a specific priority under Output 4. Proposed activities should incorporate gender-responsive and trauma-informed approaches and address barriers that may prevent women from accessing rehabilitation and reintegration services. Sexual and Gender-Based Violence Services The programme also supports services for survivors of sexual and gender-based violence (SGBV). Organizations with relevant expertise can contribute to survivor-centered support and referral mechanisms. Assistive Devices Support may include the procurement and distribution of assistive devices, including: - Prosthetics. - Crutches. - Wheelchairs. - Other appropriate mobility or assistive equipment. These interventions can help persons with disabilities participate more fully in their communities and reintegration processes. Who Is Eligible? The call is intended for civil society organizations and non-governmental organizations operating in Ethiopia that have the relevant technical expertise and community presence to implement the proposed activities. Eligible organizations should be able to demonstrate capacity in areas relevant to the proposed intervention, such as: - Rehabilitation services. - Disability inclusion. - Mental health and psychosocial support. - Gender-responsive programming. - Sexual and gender-based violence response. - Community-based services. - Support for vulnerable populations. - Reintegration and peacebuilding. Organizations should also have the operational capacity to work effectively with national and regional stakeholders. Who Are the Primary Beneficiaries?
