Dear Bidder,

The purpose is to establish an ongoing roster of qualified and experienced external collaborators for the layout of ILO publications.

The roster will be used on a continual basis to support future publication work, ensuring high-quality layout, consistent with ILO branding. Selected individuals may be contacted periodically by the ILO for assignments as needs arise, and roster participation will be regularly reviewed and monitored.

Candidates must submit evidence that they meet the compulsory requirements set out in Section VI. This must include: • Motivation letter (up to 300 words) in English or French; • CV in English or French; • Copy of degree or diploma • At least 3 samples of publications produced since June 2023, which contain more than 20,000 words (and include figures, tables, photos and simple infographics) - links to online PDF and INDD package. At least 1 of them should be for a UN agency, international NGO or a multinational company. The samples must cover the breadth of languages/accessibility in which the external collaborator can work. • Contact details of 3 currently active professional referees who can attest to the communication skills, quality and timeliness of the candidate’s work on the samples provided.

External collaborators on the ILO roster for layout are paid per day (see Sections II and VIII). Fee rates depend on the collaborator’s place of residence. The daily fee table is updated every six months.

If you are interested, please express interest and follow the instructions. Any questions may be sent by 10 August and will be replied to by 17 August 2026. The proposal must be submitted by 08:00 CET on 21 August 2026. Candidates will be informed whether they have been selected by 16:00 CET on 01 October 2026. The ILO reserves the right to request additional information and conduct reference checks and, where necessary, require candidates to complete a practical test as part of the assessment process

Before you bid on this tender

A quick checklist to help you decide whether to bid and prepare a compliant submission. Always verify the details on the official source.

  • Confirm the exact closing date and time (and time zone) on the official portal — deadlines are strict and can be revised by a corrigendum.
  • Read the full notice and every attached document, including the scope, specifications and any bill of quantities or terms of reference.
  • Check the eligibility criteria — prior similar experience, annual turnover, certifications and registrations — and make sure you qualify before investing effort.
  • Prepare any earnest-money deposit (EMD) or bid security and the required formats early; missing or wrongly-formatted documents are a common cause of rejection.
  • Note how bids must be submitted (online or physical), in what format, and whether a digital signature or portal registration is required.
  • Watch for corrigenda and clarifications right up to the deadline — requirements and dates can change.
