Dear Bidder,

The International Labour Office (ILO) is looking for an individual consultant to undertake work as an External Collaborator.

Below is a summary of the work to be performed:

Under the framework of the second phase of the project "Support to Free Movement of Persons and Transhumance in the IGAD Region (FMPT II)", funded by the European Union, the ILO is supporting the Intergovernmental Authority on Development (IGAD) in advancing the ratification and implementation of the IGAD Protocol on Free Movement of Persons (IPoFMP).

The ILO seeks to recruit an international consultant to undertake a legislative and institutional capacity assessment of six IGAD Member States, namely Djibouti, Ethiopia, Kenya, Somalia, South Sudan and Uganda. The assignment will assess national legal and policy frameworks, institutional arrangements, administrative practices and coordination mechanisms governing the free movement of persons. It will further examine the extent to which these frameworks are aligned with the provisions of the IGAD Protocol on Free Movement of Persons and identify legislative, institutional and capacity gaps that may affect its ratification and implementation.

The consultant will prepare six country assessment reports and a regional synthesis report based on desk review, document analysis and consultations with relevant stakeholders. The assignment will also include presenting the findings during a regional validation workshop and finalizing the reports by incorporating comments received from the ILO, IGAD, Member States and other relevant stakeholders.

Please note that if travel is required for this assignment, the necessary travel costs will be covered by the ILO.
