Dear Bidder, The ILO is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: To develop a comprehensive, evidence-based & costed one-year workplan for the Cox’s Bazaar Development Forum covering 2026–2027, built around a limited number of agreed strategic priority areas. The consultant will conduct the desk research, stakeholder mapping, consultations & drafting process as required. Specifically, the assignment will: 1. Translate the CBDF's mandate & the strategic priorities identified in the Concept Note on Transforming the Rohingya Response — economic development & job creation, skills & resilience, infrastructure-linked local development, & governance, social cohesion & peacebuilding — into a practical, sequenced set of activities; 2. Identify a limited, realistic number of priority convergence areas in which collective action by Forum members can add value, consistent with the Forum's stated ambition to remain focused rather than broad or conceptual; 3. Reflect the inputs & priorities of Government counterparts, UN agencies, IFIs, bilateral donors, the private sector, workers' & employers' organizations, NGOs & civil society; 4. Define clear roles, responsibilities, thematic task forces, working modalities & reporting/accountability structures for the Forum; 5. Identify opportunities for policy engagement, partnerships, financing & resource mobilization, including feasible flagship or pilot initiatives for scale-up; 6. Include indicative resourcing & costing considerations — including for the CBDF Secretariat — to inform the joint ILO–UNDP costing & funding plan.
