Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO Office for Türkiye seeks one independent evaluator to conduct the final evaluation of the EU funded “Workplace Compliance through Labour Inspection Guidance and Social Dialogue” project (TUR/22/03/EUR). Covering March 2023-November 2026, the evaluation will assess relevance, coherence, effectiveness, efficiency, impact orientation and sustainability across the full results framework, including labour inspection and guidance services, institutional capacity development, the Strategic Compliance Model, Guidance Action Model, LMS, e-ITOS, social dialogue and awareness raising. The evaluator will conduct a desk review, mixed-method consultations and fieldwork in Türkiye, present preliminary findings, and deliver an inception report, draft and final reports, and an ILO evaluation summary. Gender equality, non-discrimination, disability inclusion and international labour standards must be integrated throughout. Assignment period: 7 September-20 December 2026.
