Dear Bidder,

The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed:

The ILO seeks an independent evaluator to conduct the final evaluation of the project ‘Combating the Worst Forms of Child Labour in Small Industries and on the Streets by Supporting the Implementation of the National Action Plan in Egypt (ETEL)‘. The evaluation will assess the project’s relevance, coherence, effectiveness, efficiency, impact, and sustainability. It will focus on interventions such aimed to strengthen Egypt’s capacity to prevent and address child labour through improved institutional coordination, enhanced child protection systems, and expanded use of the ILO Child Labour Monitoring System. It will also review efforts to build the skills of labour inspectors, social workers, and other stakeholders, and public awareness on child labour. Determine direct support offered to target 3,000 vulnerable children through education, training, and rehabilitation services, alongside livelihood support for families to reduce reliance on child labour. The evaluator will apply a mixed-methods approach, including desk reviews, stakeholder interviews, focus groups, and analysis of monitoring data. The evaluation will generate lessons learned and recommendations to inform future programming and enhance accountability and visibility for development cooperation.
