Details

The International Labour Organization (ILO) seeks to engage a qualified consultant to develop data governance policies and frameworks for the Social Protection Management Information System (MIS) in Nigeria. The consultancy involves supporting the development of data governance policies, Standard Operating Procedures (SOPs) and implementation of the draft framework for interoperability of social protection databases under the European Union-funded Supporting Sustainable Social Protection System in Nigeria (SUSI) project jointly implemented by the ILO and UNICEF. The consultant will provide technical expertise to strengthen the governance, interoperability, and operational effectiveness of Nigeria's Social Protection Management Information System (MIS) at both national and subnational levels. This will involve reviewing existing policies, legal frameworks, MIS architecture, operational manuals, and assessment reports; conducting consultations with key stakeholders; and developing comprehensive Social Protection Data Governance Policies and Frameworks at the federal level and the states of Abia, Benue, Oyo, and Sokoto. The consultant will also design an interoperability framework to facilitate secure, efficient, and standards-based data exchange among social protection databases and complementary government systems, while ensuring compliance with the Nigeria Data Protection Act (NDPA) 2023, the National Social Protection Policy, and other relevant national frameworks. In addition, the consultant will develop and support the operationalization of Standard Operating Procedures (SOPs) for key social protection business processes, including beneficiary registration, targeting, enrolment, payments, grievance redress, data quality assurance, reporting, system administration, data protection, and interoperability.
