About the Opportunity
This Expression of Interest is aimed at owners of apartments in multi-storey residential buildings who want to create a Condominium Owners’ Association—in Romanian Asociația de Proprietari din Condominiu (APC)—the management structure provided for by Law No. 187/2022 on condominiums. The program supports selected initiative groups throughout the full process: from initial discussions with neighbors through to the association’s registration and becoming operational. The pilot’s experience will be used to create a practical guide for other buildings in Moldova that will follow similar steps. The pilot is implemented by UNDP Moldova and AO Centrul CONTACT under the project “Un viitor mai verde, promovarea drepturilor și a stabilității: stimularea unei tranziții incluzive și verzi printr-o guvernare receptivă în regiunea Vecinătății Estice” with financial support from the Government of Denmark. Funding and Benefits Selected initiative groups will receive free support for one year, covering both capacity-building and process support. The source lists that the program provides: - Legal, organizational and training support throughout the cycle. - Diagnosis of the building’s legal situation and an individual action plan. - Support to organize and conduct general meetings, including support related to choosing a new administrator if property owners request it. - Guidance for owners to participate in meetings and reach the quorum required by law.
- Preparation of key documents:
- statutes, regulations, and a complete set of documents for registration - support and accompaniment to the Public Services Agency (Agenția Servicii Publice), including paying registration-related fees “in the amount established by law” (estimated in the action plan). - Training for new associations, including: - governance, budget, work plan - communication with owners - preparation for energy renovation financing programs - Information about energy renovation financing programs. - Payments related to the functioning of the association after it is established.
Not specified in the source: the total monetary value of the grant pool, the amount per recipient, and what specific costs are covered beyond the descriptions above.
Who Is Eligible? Applicants are initiative groups formed by owners. To be admitted, the application must meet four minimum mandatory conditions: - A. Building(s) included - The buildings must be multi-storey residential buildings with privately owned apartments, located in the Republic of Moldova. - If applying for multiple buildings (up to 4), the buildings must have common property or shared infrastructure (e.g., common yard, networks, parking, green spaces). Buildings without a connection cannot be grouped into a single association. - B. No already-registered APC for those buildings - For these buildings, there must be no already registered Condominium Owners’ Association under Law No. 187/2022. - Buildings managed under “old” forms (the source lists APLP, CCL, ACC), ÎMGFL (municipal enterprise for managing housing stock), managed by a private manager, or with no form of management are considered eligible. - C. Initiative group composition - The initiative group must include 3–5 people, each aged 18+, who are owners or co-owners of apartments or premises in the relevant buildings. - One member must be designated as the contact person. - The administrator or leadership members of an “old” association may participate if they are owners/co-owners. - D. Application documents completed within the deadline - The Application Form (Annex 1) must be fully completed, signed, and submitted within the deadline together with the Letter of Intent (Annex 2).
Not specified in the source: any exclusion related to organizational applicants (e.g., NGOs) because this call is explicitly about initiative groups of owners.
No other confirmation documents required at this stage: The source states that at this stage no other supporting documents are requested beyond the completed application form and the attached declarations. Eligible Activities or Priority Areas The call focuses on the following outcomes for eligible residential buildings: - Selecting 10 initiative groups to constitute and/or reorganize a Condominium Owners’ Association (APC). - Providing legal support for reorganizing from “old” forms and for registration of APC, including: - preparation of document packages - support with general meetings - Training for new associations on initial operations and governance. - Developing a Practical Guide on reorganizing into an APC, based on pilot experiences.
