Call for CSOs/NGOs for Global Fund Programmes (Afghanistan)

The United Nations Development Programme (UNDP) is seeking information from national and international Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs) interested in potential partnerships to support the implementation of the Global Fund Grant Cycle 8 (GC8) in Afghanistan. The initiative will support programmes addressing HIV/AIDS, Tuberculosis, and Malaria, alongside health system strengthening activities across all provinces of Afghanistan.

About the Global Fund Grant Cycle 8 Request for Information

The Request for Information (RFI) is part of UNDP’s preparatory process for identifying organizations with the technical, operational, and geographic capacity needed to participate in GC8 implementation. UNDP is seeking organizations that could potentially serve as Sub-Recipients (SRs) or implementing partners for programmes related to: - HIV/AIDS. - Tuberculosis. - Malaria. - Health system strengthening. The RFI is intended to help UNDP assess organizations before future partnership and procurement processes are conducted. Geographic Scope The potential partnership opportunity covers all provinces of Afghanistan. Organizations interested in participating should demonstrate that they have the technical, operational, and geographic capacity required to implement activities in the locations relevant to the proposed programmes. International organizations must also demonstrate their legal presence in Afghanistan. Target Groups for HIV/AIDS and Tuberculosis Programmes The GC8 grant is intended to reach a range of populations affected by or vulnerable to HIV/AIDS and Tuberculosis.

Target groups include:

- People living with HIV. - People who inject or use drugs and their partners. - Prisoners. - The general population, including women and children. - Internally displaced persons. - Returnees. - Private practitioners and their health attendants. - Populations living in hard-to-reach areas. The programme seeks to improve access to appropriate health services for vulnerable and underserved populations. Malaria Programme Target Groups The malaria component focuses on the general population, particularly people living in provinces with high malaria risks. Pregnant women are also identified as a high-risk group under the malaria programme. Activities are intended to support improved prevention and access to malaria-related services among populations facing elevated risks. Health System Strengthening Component The GC8 grant also includes a health system strengthening component.

This component targets:

- Regional laboratories. - Laboratory personnel. - Health workers. - Health facility staff. The broader objective is to improve the accessibility and quality of health services, particularly for underserved populations. There is a specific emphasis on improving services for women and girls. Who Can Participate? The RFI is intended for national and international CSOs and NGOs interested in potentially partnering with UNDP for GC8 implementation. Interested organizations should have relevant technical, operational, and geographic capacity to contribute to the implementation of HIV/AIDS, Tuberculosis, Malaria, or health system strengthening programmes. International applicants must be able to demonstrate their legal presence in Afghanistan. Requirements for Interested Organizations Organizations interested in the potential partnership must complete the required information and capacity assessment documents.

Applicants are required to submit:

- The RFI questionnaire. - The Capacity Assessment Checklist (CACHE). - All necessary supporting documentation. The information provided will allow UNDP to assess the organization’s capacity and suitability for potential future engagement. Capacity Assessment The Capacity Assessment Checklist, known as CACHE, forms part of the assessment process. Organizations should provide complete and accurate information demonstrating their capacity to implement programmes effectively. Relevant evidence and supporting documentation should be submitted together with the required questionnaire and assessment checklist. Potential Sub-Recipient Partnerships Organizations identified through the RFI process may potentially be considered for engagement as Sub-Recipients (SRs) or implementing partners. However, inclusion in the assessment process or any resulting roster does not automatically mean that an organization will receive funding or be selected as a Sub-Recipient. Actual partnerships will be determined through subsequent processes. Qualified Organization Roster Based on the assessment results, UNDP may establish a roster of qualified organizations. The proposed roster will remain valid for three years and three months, beginning in October 2026. The roster is intended to support potential engagement during the GC8 implementation period. Global Fund GC8 Implementation Period The Global Fund GC8 implementation period is expected to run from: January 2027 to December 2029. Organizations included in the qualified roster may therefore have opportunities to participate in future implementation processes during this period. Does Roster Inclusion Guarantee a Partnership? No. Inclusion in the roster does not guarantee selection for partnership. Organizations should understand that the RFI is primarily an information-gathering and capacity-assessment process. UNDP will issue further calls for proposals for the actual engagement of Sub-Recipients under the Global Fund GC8 grant. Organizations included in the roster may subsequently be invited to participate in these processes, subject to the applicable requirements and selection procedures. How to Prepare for the RFI Interested organizations should ensure that their submission clearly demonstrates their ability to contribute to GC8 implementation.
