The European Commission is inviting civil society organisations (CSOs) in Indonesia to apply for action grants supporting a just green transition and initiatives to prevent violence against women and girls and strengthen women’s empowerment. The call has a total indicative budget of €9.507 million, with grants ranging from €1 million to €2 million for actions lasting between 36 and 48 months. The programme has two funding lots: Lot 1 supports an inclusive and just green transition, while Lot 2 focuses on ending violence against women and girls, improving survivor-centred services, and strengthening women’s participation in economic, social, and public life.

What Does the Call Support? The call is divided into two separate funding lots.

Lot 1: Inclusive and Just Green Transition

Lot 1 supports civil society organisations working toward an inclusive and just green transition in Indonesia.

Priority areas include:

- Energy. - Sustainable agriculture. - Forestry. - Circular economy. - Natural resource management. Projects should pay particular attention to the needs and participation of vulnerable communities. The focus is not only on environmental sustainability but also on ensuring that the transition is socially inclusive and benefits communities affected by environmental and economic changes.

Lot 2: Ending Violence Against Women and Girls

Lot 2 focuses on preventing and eliminating all forms of violence against women and girls.

Supported initiatives can focus on:

- Improving access to survivor-centred services. - Strengthening prevention mechanisms. - Improving protection mechanisms. - Supporting women and girls affected by violence. - Increasing women’s participation in economic life. - Increasing women’s participation in social life. - Strengthening women’s participation in public life. The aim is to combine prevention and protection with broader efforts to empower women and girls. Funding Available The total indicative budget for the call is: €9,507,000 The funding is divided equally between the two lots:

- Lot 1: €4,753,500.

- Lot 2: €4,753,500.

Applicants can request grants within the following range:

Minimum: €1,000,000

Maximum: €2,000,000

EU Grant Co-Financing The percentage of eligible costs covered depends on the applicant. For local organisations, grants can cover between 75% and 95% of eligible costs. For other eligible applicants, grants can cover up to 80% of eligible costs. Applicants should therefore ensure that their project budget clearly identifies the required contribution and the portion requested from the EU. Project Duration

Supported actions must last between:

36 and 48 months This means projects should be designed as substantial multi-year initiatives rather than short-term activities. Applicants should develop realistic implementation schedules covering the full project period. Where Can Projects Take Place?

Actions must primarily take place in:

Indonesia Some activities may be implemented in other eligible countries or in the European Union when they are directly connected to the Indonesian context. The proposed activities should therefore maintain a clear and demonstrable connection with the programme’s objectives and Indonesian beneficiaries or challenges. Mandatory Capacity Building Projects must include comprehensive capacity-building activities for local development actors. Capacity building can strengthen the ability of local organisations and stakeholders to: - Participate in development processes. - Implement community initiatives. - Address environmental challenges. - Strengthen gender equality. - Improve local services. - Participate in policy processes. - Sustain project outcomes. Capacity building should be integrated into the overall project rather than treated as an isolated activity. Engaging Women, Girls and Youth Applicants must include specific measures to engage: - Women. - Girls. - Young people. Projects should demonstrate meaningful participation rather than simply identifying these groups as beneficiaries. This requirement is particularly important because the call combines environmental, social, gender, and civic participation objectives. Cross-Cutting Priorities Applicants should address relevant cross-cutting issues throughout their proposed action.

These include:

- Climate change. - Gender equality. - Disability inclusion. - Minority rights. - Indigenous rights. - Youth participation. Strong proposals should explain how these issues are incorporated into project design, implementation, participation, monitoring, and expected results. Financial Support to Third Parties Financial support to third parties is mandatory under this call.

At least:

20% of the total project budget must be allocated for financial support to third parties. The maximum amount that can normally be provided to each third party is: €60,000 A higher amount may be possible where properly justified. Applicants should therefore build a clear third-party funding mechanism into their project design and budget. Who Is Eligible? Eligible applicants are non-profit civil society organisations established in: - Indonesia, or - An EU Member State. The applicant must meet the applicable organisational eligibility requirements under the call. EU-Based Lead Organisations An organisation established in an EU Member State can apply, but it must wor
