Call for Applications: Partnership in support of the operational delivery of 2027 – 2030 UNHCR Strategy (Slovenia)

The United Nations High Commissioner for Refugees (UNHCR) is seeking NGO partners to support the operational delivery of its 2027–2030 strategy in Slovenia, with a focus on protection, legal assistance, and inclusion of refugees, asylum-seekers, and stateless persons. The partnership will support efforts to strengthen Slovenia’s asylum and protection systems while improving access to information, legal counselling, essential services, and integration support for vulnerable populations.

About the UNHCR NGO Partnership in Slovenia

Slovenia is situated along the Western Balkans migration route and has experienced increased mixed migration flows. The country also hosts refugees from Ukraine and other conflict-affected countries. These developments continue to create needs related to: - Access to asylum. - Legal protection. - Information and counselling. - Access to services. - Social and community inclusion. - Protection of vulnerable groups. Slovenia is also implementing reforms to its international protection system in line with the EU Pact on Migration and Asylum. Purpose of the Partnership UNHCR’s 2027–2030 strategy aims to strengthen national asylum and protection systems in Slovenia.

The partnership will contribute to:

- Capacity development. - Protection monitoring. - Advocacy. - Legal assistance. - Access to information. - Prevention and reduction of statelessness. - Community-based integration. - Improved access to essential services. The strategy focuses on refugees, asylum-seekers, beneficiaries of temporary protection, and stateless persons. Priority Areas The partnership focuses on several areas of protection and inclusion. Accessible Information Partners are expected to support the systematic provision of accessible information to refugees, asylum-seekers, and other people requiring international protection. Information should help affected individuals understand available protection procedures, rights, services, and support mechanisms. Free Legal Counselling Partners will support access to free legal counselling for people who require assistance with asylum, protection, or related legal matters. Quality legal assistance is intended to strengthen access to protection and appropriate procedural safeguards. Protection Monitoring and Advocacy Evidence-based monitoring and advocacy are important components of the strategy. Partners will contribute to data collection, monitoring, and advocacy aimed at identifying protection gaps and supporting improvements to legislation and protection systems. Prevention and Reduction of Statelessness The strategy includes measures to prevent and reduce statelessness in Slovenia. Partners are expected to contribute relevant legal, research, data collection, advocacy, and protection expertise related to statelessness. Integration Assistance Targeted integration assistance will address barriers that refugees and other vulnerable groups may face when accessing: - Housing. - Employment. - Education. - Public services. Community-based approaches will help strengthen inclusion and access to support. Target Groups The partnership will support several groups affected by displacement and protection challenges.

These include:

- Refugees. - Asylum-seekers. - Beneficiaries of temporary protection. - Stateless persons. - Other vulnerable groups requiring protection and assistance. Expertise Required From NGO Partners Selected organisations should demonstrate relevant expertise and operational capacity.

Key areas of expertise include:

- Slovenian asylum law. - Slovenian statelessness law. - Advocacy. - Data collection. - Judicial engagement. - Community-based integration. - Protection and legal assistance. Partners should also demonstrate the ability to work effectively with public authorities, civil society organisations, and affected communities. Working With Public Authorities and Communities The programme requires partners to have the operational capacity to deliver interventions in collaboration with relevant stakeholders.

This includes cooperation with:

- Public authorities. - Civil society organisations. - Refugee and asylum-seeking communities. - Stateless persons. - Other affected communities. Such collaboration is intended to strengthen the practical delivery of protection and inclusion activities. Strengthening Slovenia’s Protection System The partnership will contribute to the development of stronger national asylum and protection systems.

Activities may support improvements in:

- Protection procedures. - Legal safeguards. - Access to information. - Legal counselling. - Monitoring systems. - Legislative frameworks. - Services for vulnerable groups. - Integration support. Complementary Resources Selected organisations are expected to contribute complementary resources as part of the partnership. Partners should therefore have sufficient organisational and operational capacity to contribute to the delivery of agreed interventions. Project Proposals for 2027 Selected organisations may be invited to submit detailed project proposals for 2027. The partnership selection itself does not mean that every proposed activity will automatically receive funding. Detailed project proposals and subsequent implementation will be subject to the relevant arrangements and available resources. Possibility of Renewal

Partnerships may be renewed for subsequent years

Renewal will be subject to:
