The project forms part of the wider Rolleston Access Improvements programme and is intended to support planned changes to the local transport network, including increased freight and industrial traffic movements in the Rolleston area and changes to access arrangements associated with the State Highway 1 corridor. The new roundabout will improve safety, access, and network efficiency at the Walkers Road / Two Chain Road intersection and will support the continued growth of the Rolleston industrial area. The works are to be delivered as a civil construction contract and will require construction within a live road environment, coordination with multiple stakeholders and utility providers, and careful staging to manage impacts on road users, adjacent properties, and the wider transport network. The objective is to complete construction within the timeframe set out in this tender document, with construction expected to commence after 16 November 2026 and be completed by 02 April 2027. To meet this programme, the tender for construction services will close on 18 September 2026. Critical to the success of this contract is a Contractor who can demonstrate strong health and safety performance, reliably deliver high-quality works, sufficiently manage environmental and construction risks, adapt to changing site and programme conditions, communicate effectively with Council, the Engineer, NZTA Waka Kotahi, utility providers, local stakeholders and the community, and provide value for money. This contract offers an opportunity to deliver critical roading infrastructure for Selwyn District and to establish or enhance a working relationship with SDC across transport infrastructure activities. In doing so, the successful Contractor will contribute to a key growth and access corridor and position their organisation for future Council-led construction opportunities. The scope of works includes the construction of a single-lane roundabout at the Walkers Road / Two Chain Road intersection, together with all associated road, drainage, utility, traffic, and reinstatement works required to complete the project.
