Konkurransen gjennomføres som en begrenset idékonkurranse i to trinn. Første trinn er en åpen prekvalifisering, hvor alle interesserte team kan søke om deltakelse. Oppdragsgiver tar sikte på å invitere åtte team til å levere anonyme løsningsforslag i konkurransens andre trinn.Haugesund kommune ønsker å hente frem sterke og fremtidsrettede ideer for videreutvikling av Haraldsgata med tilgrensende byrom og tverrgater. Det foreligger i dag ikke investeringsmidler for gjennomføring. Formålet med konkurransen er å få innspill til en helhetlig visjon for gågaten som på sikt kan realiseres etappevis gjennom kommunale budsjetter og aktuelle støtteordninger.
