Целта на обществената поръчка е да бъде избран изпълнител, който да извършва доставка на нетна активна електрическа енергия и да осъществява задълженията си на координатор на балансираща група при условията на проекто -договора, съгласно изискванията на ВЪЗЛОЖИТЕЛЯ, посочени в документацията за участие и Техническата спецификация. При доставката следва да се осигури непрекъснатост на електроснабдяването и да се доставя ел. енергия с качество и по ред, съгласно предвиденото в Закона за енергетиката и останалите нормативни актове, които уреждат обществените отношения, свързани с доставката на ел. енергия/в т.ч. Наредбите към ЗЕ и Правилата за търговия с ел.енергия/ПТЕЕ/, издадени от Комисията за енергийно и водно регулиране.
