Anskaffelsens formål er å sikre at flest mulig av innbyggerne, offentlige virksomheter ognæringsdrivende skal få mulighet til å knytte seg til bredbåndsnett av god kvalitet.Finnmark fylkeskommune ønsker å tildele kontrakt til tilbydere som tar på seg totalansvarfor prosjektering, bygging, eierskap og drift av bredbåndsnett som blir gjort tilgjengelig forboligeiendommer, privat næring og offentlige virksomheter i de aktuelle kommunene.Tilskuddsmidler skal dekke utbygging av hele området og alle adresser angitt i bilag 6 for denenkelte kommune er godkjent som støtteberettigede adresser i 2026. Denne utlysningen ertilpasset vilkårene for bredbåndstildeling i 2026.I tillegg til fysisk infrastruktur skal det etableres et best mulig bredbåndstilbud til sluttbruker.Dette omfatter tjenestenett med internettaksess, opplegg for overvåking, feilretting,vedlikehold og drift, sikkerhetsmekanismer, installasjon og annen kundehåndtering.Fullstendig beskrivelse av leveransen følger av kravspesifikasjonsskjema og tilsagnsbrev tilden enkelte kommune med føringer og krav som betingelse for tildeling av tilskudd.
