SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment

Title: Brazil SME Financing Diagnostic and Market Opportunity Report

Assignment

Countries: Brazil

ASSIGNMENT DESCRIPTION IFC seeks an experienced consulting firm to prepare a public Brazil SME Financing Diagnostic and Market Opportunity Report, focusing on companies with annual revenues of approximately R$4.8 million to R$500 million. The assignment will identify financing constraints and practical opportunities to expand SME access to financial products and capital markets. The Consultant is expected to estimate and segment the SME market by revenue, geography, sector, and other relevant characteristics; analyze payment behavior and credit profiles; and estimate the financing gap. It will also assess corporate maturity and readiness for SME-tailored financing products and capital markets instruments, incorporating a gender lens where data permits. The analysis shall combine secondary and primary research with anonymized transactional data, potentially including boleto payments, card transactions, and interbank transfers. The Consultant must establish a robust methodology, document assumptions and data limitations, distinguish observed findings from modeled estimates, and comply with applicable confidentiality, privacy, and data-security requirements. The report shall translate findings into prioritized, actionable recommendations for financial institutions, fintechs, investors, capital markets participants, policymakers, and other stakeholders. Recommendations should include implementation steps and short-, medium-, and longer-term sequencing, alongside an assessment of how technology—including decentralized finance infrastructure—could reduce information gaps, lower transaction costs, and support scalable SME financing solutions. Firm qualifications. Demonstrated emerging-market financial services and capital markets experience; knowledge of Brazil’s financial system, SME market, credit infrastructure, fintechs and regulation; large-scale data analytics and responsible data handling; public-facing analytical reporting; financing-gap estimation and practical market recommendations; excellent written English; and commitment to development impact, confidentiality and IFC/World Bank Group standards. SME finance and financial inclusion experience are a plus; Portuguese capability and local market knowledge are desirable. SUBMISSION REQUIREMENTS Eligible firms should submit evidence of qualifications, including firm information, similar assignments, relevant experience and availability of appropriate staff skills. Total attachments must be less than 5MB. Firms may associate unless the solicitation states otherwise; a group EOI must identify its lead firm, which, if shortlisted, will be invited to the RFP phase. Submit Expressions of Interest in English electronically through WBGeProcure RFx Now by the deadline stated in RFx. NOTES Shortlisting and selection are subject to funding availability. Only shortlisted firms will be invited to submit proposals; other firms will receive no notification or debrief. For technical upload difficulties, email corporateprocurement@worldbank.org before the submission deadline.

Procurement number: 0002024264. Expressions of interest are submitted through the World Bank Group's eProcure (RFx Now) portal, which requires vendor registration.
