Formålet med forprosjektet er å gi Bergen kommune et faglig grunnlag for å vurdere mulighetene for anvendelse av pyrolyse i Bergen. Forprosjektet skal gi et kunnskapsgrunnlag om aktuelle råstoffer, anvendelsesområder, teknologiske løsninger, ressurs- og miljøeffekter, verdiskapingspotensial i Bergen samt eventuell etablering av pilotprosjekter. Oppdraget skal ikke omfatte detaljprosjektering eller realisering av et konkret pyrolyseanlegg. Bergen kommune ved Bymiljøetaten ønsker å undersøke hvordan pyrolyse kan bidra til bedre utnyttelse av lokale ressurser, redusere avfallsmengder og skape nye verdier. Forprosjektet skal gi kommunen et kunnskapsgrunnlag om potensialet for pyrolyse i Bergen og danne grunnlag for videre vurderinger av aktuelle tiltak, samarbeidsmodeller og pilotprosjekter. Utredningen skal omfatte relevante råstoffer, anvendelsesområder og teknologiske løsninger, uten å avgrenses til bestemte avfallsfraksjoner eller teknologier.
