Deze raamovereenkomst wil (potentieel) leidinggevenden ondersteunen bij de ontwikkeling van leiderschap. Leidinggevenden dragen bij aan het welzijn, de duurzaamheid en de groei van organisatie en medewerkers zodat deze kwaliteitsvolle en efficiënte diensten kunnen leveren aan de burger of de klant. Ze vormen een belangrijke hoeksteen voor het team en zijn een facilitator van organisatieveranderingen. In een context waar leren en ontwikkelen een continu proces is, is het van belang (potentieel) leidinggevenden te ondersteunen d.m.v. een divers ontwikkelaanbod, dat zowel via een open aanbod ter beschikking wordt gesteld als inhouse kan georganiseerd worden.
