MARCHÉ PUBLIC DE SERVICES AYANT POUR OBJET LA MISE À DISPOSITION DE CONDITIONNEMENTS, L’ENLÈVEMENT, LE TRANSPORT ET LE TRAITEMENT DE MATELAS USAGÉS COLLECTÉS VIA LES RECYPARK

Bruxelles-Propreté gère les déchets qui sont apportés aux Recypark dans la Région de Bruxelles-Capitale. Le marché a pour objet la mise à disposition de conditionnements, l’enlèvement, le transport et le traitement des matelas usagés collectés via les Recypark. Un matelas usagé est défini comme étant tout matelas dont le détenteur se défait ou dont il a l'intention ou l'obligation de se défaire et qui constitue un déchet au sens de l’Ordonnance relative aux déchets du 14 juin 2012, quel que soit sa masse, sa forme, son volume, sa composition ou son utilisation. Un matelas est défini comme étant un produit destiné au couchage et au repos, pouvant être utilisé par toute personne pendant une longue période, constitué d’une housse solide, rembourrée de matériaux de base, et susceptible d’être mis sur une structure de lit de support, ainsi que des surmatelas qui sont posés sur les matelas (Arrêté du Gouvernement de la Région de Bruxelles-Capitale du 1er décembre 2016 relatif à la gestion des déchets). Les conditionnements à mettre à disposition de l’Agence sont décrits dans les prescriptions techniques (Titre II, B, 3). Les matelas usagés seront traités par un processus de recyclage. Le recyclage est défini comme toute opération de valorisation par laquelle les déchets sont retraités en produits, matières ou substances aux fins de leur fonction initiale ou à d'autres fins. Cela inclut le retraitement des matières organiques, mais n'inclut pas la valorisation énergétique, la conversion pour l'utilisation comme combustible ou pour des opérations de remblayage (Article 3, 22° de l’Ordonnance relative aux déchets du 14 juin 2012).
