AZ Sint-Lucas vzw organiseert deze raamovereenkomst met als doel een pool van geselecteerde leveranciers samen te stellen voor de levering van medische toestellen. Gezien de toekomstige behoeften op het moment van de plaatsing niet volledig kunnen worden bepaald, worden geen specifieke toestellen, aantallen of afnames gegarandeerd. Wanneer zich tijdens de looptijd van de raamovereenkomst een concrete behoefte voordoet, zal een hernieuwde mededinging (mini-competitie) worden georganiseerd tussen de geselecteerde opdrachtnemers. Op basis van de specifieke technische, functionele en economische vereisten van de beoogde aankoop zullen de geselecteerde opdrachtnemers worden uitgenodigd een offerte in te dienen. Deze werkwijze biedt de aanbestedende overheid de nodige flexibiliteit om in te spelen op toekomstige behoeften en technologische ontwikkelingen, terwijl tegelijkertijd een effectieve mededinging gedurende de volledige looptijd van de raamovereenkomst behouden blijft.
