De opdracht heeft betrekking op diverse vormen van strategische en onafhankelijke ICT-adviesverlening, waaronder ongelimiteerde toegang tot standaard onderzoeksrapporten (incl. toolkits, sjablonen, controlelijsten,…) voor de C-functie en één stafmedewerker, sourcingstrategieën voor clouddiensten en software, met inbegrip van benchmarking en best practices, deelname aan netwerkevents (informatie en netwerking) en onbeperkte toegang tot analisten voor de C-functie en één stafmedewerker met bijhorende onafhankelijke, strategische adviesverlening op maat. De inzet van onafhankelijke strategische ICT-adviesverlening is wenselijk en in toenemende mate noodzakelijk voor een moderne ICT-uitbating en -evolutie binnen een grote en complexe organisatie zoals de UGent. De ICT-omgeving wordt gekenmerkt door een hoge mate van technologische verandering (onder meer cloudtransities, digitalisering van kernprocessen, cybersecurity-uitdagingen en evoluerende software-ecosystemen), een toenemende afhankelijkheid van externe leveranciers en een groeiende nood aan onderbouwde, toekomstgerichte strategische keuzes. Onafhankelijk advies laat toe om deze keuzes te maken op basis van objectieve marktinzichten, internationale en nationale best practices en systematische benchmarking, los van commerciële belangen van individuele vendoren. Via deze adviesverlening kan de UGent de relevante marktevoluties op continue basis opvolgen, zowel in binnen- als buitenland en zowel binnen als buiten de publieke sector. Dit omvat onder meer het opvolgen van technologische trends, wijzigende marktstructuren, nieuwe bedrijfs- en licentiemodellen en de positionering en maturiteit van aanbieders. Daarnaast maakt de opdracht het mogelijk om het marktaanbod en de evolutie van dit aanbod van verschillende vendoren op een objectieve en vergelijkbare wijze te analyseren, wat essentieel is in een context van snel wijzigende en vaak complexe ICT-producten en -diensten.
