Het nieuwe centrum, de wielerhub, Cycling in Flanders, moet als een katalysator dienen voor het wielertoerisme in de stad, de regio en gans Vlaanderen. De wielerhub moet fungeren als het kloppend hart van sportief fietsen in de Vlaamse Ardennen en Vlaanderen. Het wordt een samenwerking die elke bezoeker aandoet en waar hij zowel inhoudelijk als praktisch kan worden geholpen. Het wordt geen klassiek museum of sportcentrum, maar een levendige communityplek rond wielercultuur die Vlaanderen moet positioneren als de referentie voor wielertoerisme. Volledige studieopdracht architectuur, technieken en scenografie, en vervolgens de opvolging van de uitvoering van de werken.
