Door de toename van het aantal mensen dat extreme woonoverlast veroorzaakt en daardoor niet meer in een reguliere woonwijk kan wonen, startte de Gemeente Velsen in 2020 met Skaeve Huse. Het doel van Skaeve Huse is extreme woonoverlast in de reguliere woonwijken zoveel mogelijk op te lossen en de mensen die deze woonoverlast veroorzaken een laatste kans op een woning te bieden. Vanwege meerdere incidenten werd eind 2023 besloten Skaeve Huse tijdelijk op te schorten en te werken aan een doorontwikkeling. Het doorontwikkelen bestaat onder andere uit het herinrichten van het terrein, het uitbreiden naar 6 woningen en het beter inrichten van de begeleiding. Deze opdracht betreft de aanbesteding voor de begeleiding van bewoners van Skaeve Huse.
