Iller Bankas A.. (ILBANK) has received financing from the World Bank toward the cost of the Türkiye’s Earthquake, Floods and Wildfires Emergency Reconstruction Project (TEFWER) and allocated some part of this loan to Balkesir Metropolitan Municipality (shall be referred as Sub Borrower) for Balkesir Fire Brigade Disaster Management Vehicles Procurement Sub-Project. The Sub-Borrower intends to apply part of the proceeds of this sub-loan toward payments for “Lot 1 Procurement of 42 Meter Hydraulic Ladder Fire Truck and 20 Meter Water Foam Tower with Telescopic Boom; Lot 2 Procurement of Fire Brigade Search and Rescue Vehicle; Lot 3 Procurement of Multi-Purpose Fire Truck with A Capacity of at Least 4000 Liters and Multi-Purpose Fire Truck with a Capacity of at Least 3000 Liters; Lot 4 Procurement of Multi-Purpose Fire Truck with a Capacity of at Least 5000 Liters” (BALIKESIR-G3). Balkesir Metropolitan Municipality now invites sealed Bids from eligible Bidders for the goods specified in the table below. The delivery period for all Lots is 300 days and location of delivery is Balkesir Metropolitan Municipality – Fire Brigade Department. Margin of preference will not be applied. 3.The technical weighting will be applied as 40% and the financial weighting as 60% for the bids to be submitted within the scope of this Procurement.

4. Bidders may Bid for one or more Lots/contracts, as further defined in the request for bids document. Bidders are not allowed to offer discounts that are conditional for the award of more than one Contract/lot. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 5. 6. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of TRY 2,500.00 or € 80.00 or US$ 80.00. The method of payment will be bank transfer to Balkesir Metropolitan Municipality, Accounting Department in the relevant bank accounts stated below referring also to ‘BALIKESIR-G3 Bidding Document’ . The fee deposited for purchasing the Bidding Documents shall by no means be returned. Upon payment of the fee and at the choice of the applicant, the Bidding Documents may either (a) be collected by the applicant from the Purchaser’s address stated below, or (b) be delivered by the Purchaser to the applicant through courier service, or (c) be sent by the Purchaser to the applicant through email as an attachment file in PDF format. In the written application the applicant should explicitly specify its selected option for obtaining the bidding documents, and also attach a copy of the bank transfer payment receipt.
