Formålet med anskaffelsen er å sørge for at Renovasjons- og gjenvinningsetaten (REG) når sitt mål om at alt farlig avfall fra husholdninger samles inn. Nåværende del-avtaler for transport og mottak av farlig avfall utløper 31.12.2026. For at etaten skal kunne tilby Oslo kommunes innbyggere tjenestene mottak og innsamling av farlig avfall, så er det nødvendig at etaten har avtaler som sørger for at det farlige avfallet blir transportert til godkjente mottak for videre behandling og destruksjon.

Estimatene fremover er usikre, bla pga. nye mulige fraksjoner og hvordan eksisterende fraksjoner utvikler seg.
