SCOPE OF TENDER
Under the overall guidance of UNDP and in close coordination with relevant stakeholders, the consulting firm will undertake a comprehensive assessment of the socio-economic implications of the Middle East crisis on Jamaica, taking into account the countrys ongoing recovery from Hurricane Melissa while clearly distinguishing the impacts attributable to each event. The assessment will analyze key transmission channels, including energy prices, tourism, trade, food security, investment, remittances, and social sectors, and will evaluate both current and projected impacts under different future scenarios. Building on the assessment findings, the firm will develop a prioritized and actionable policy response framework that identifies immediate, medium-term, and long-term measures to support recovery and strengthen resilience. The framework will review existing policy responses, assess their effectiveness, identify gaps, and recommend implementation mechanisms, financing options, responsible institutions, and indicators for monitoring progress. The assignment will also include extensive stakeholder consultations with government entities, international organizations, private sector representatives, academia, and civil society to validate findings and recommendations. The final deliverables will consist of a comprehensive Assessment Report and a standalone Policy Brief presenting the key findings, policy options, and strategic recommendations.
