De Opdracht omvat dienstverlening op het gebied van arbeidsmarktcommunicatie, employer branding, mediastrategie, mediaplanning, media-inkoop en media-administratie (waaronder ook beheer) voor betaalde media. Opdrachtnemer voert deze werkzaamheden uit voor (arbeidsmarkt)campagnes en losse plaatsingen van de Politie. De mediaplaatsingen vinden hoofdzakelijk plaats in Nederlandse media, maar de Politie heeft met betrekking tot opsporingscommunicatie ook behoefte aan plaatsingen in buitenlandse media (voornamelijk binnen Europa). Arbeidsmarktcommunicatie heeft als doel het positioneren van de Politie als aantrekkelijke werkgever en opleider ten behoeve van de werving van voldoende agenten, bedrijfsvoeringsfuncties en diverse andere (specialistische) politiefuncties. Om dat te bereiken ontwikkelt de Politie samen met de Opdrachtnemer voor arbeidsmarktcommunicatie onder andere wervingscampagnes. Om deze campagnes op het juiste moment bij de juiste doelgroepen te laten landen werkt de Opdrachtnemer voor arbeidsmarkt-communicatie intensief samen met de Opdrachtnemer voor mediadiensten. Het mediabureau adviseert over de in te zetten media, heeft kennis van mediagedrag van uiteenlopende doelgroepen, monitort de prestaties van de ingezette campagne-uitingen en stemt dit weer af met de Politie of met het arbeidsmarktcommunicatiebureau om daarmee de campagnes te optimaliseren.
