Formålet med anskaffelsen er å inngå en rammeavtale med inntil fem (5) leverandører som skal sikre trygg, pålitelig og miljøvennlig busstransport for sporadiske behov for busstransport for brukere i Drammen kommune, til en forutsigbar og nøktern pris. Transporten skal alltid være trafikksikker og tilpasset den aktuelle brukergruppen. Slik sporadiske behov for busskjøring omfatter uforutsette og ikke-planlagte transportoppdrag som oppstår på kort varsel. Eksempler på slike sporadiske behov er blant annet ekskursjoner, arrangementer, møtetransport, beredskapskjøring og andre transportbehov som ikke dekkes av kommunens øvrige rammeavtaler for fast kjøring.
