Vegforum for byer og tettsteder (VBT) ble stiftet i 1998 og er et fagforum for de største kommunene i landet. Forumet er organisert som annen juridisk person (ANNA), er registrert i Foretaksregisteret og har eget organisasjonsnummer samt et valgt styre.
Sekretariat- og daglig leder-funksjonen har siden oppstarten vært ivaretatt gjennom innleie fra det private konsulentmarkedet. VBT planlegger å kunngjøre en konkurranse for funksjonen med oppstart 1. januar 2027, og ønsker i forkant å gjennomføre en markedsundersøkelse for å innhente innspill til anskaffelsen.
Bymiljøetaten i Oslo kommune er representert i styret i VBT, og kunngjør markedsundersøkelse og påfølgende konkurranse på vegne av VBT.
