Avtalen regulerer tjeneste for konkurransegjennomføring (KGV) og kontraktsadministrasjon (KAV). Tjenesten skal ivareta krav til gjennomføring av offentlige anskaffelser i henhold til LOA/FOA. Løsningen skal bidra til oppfyllelse av lov- og forskriftskrav, økt grad av kontroll, enklere gjennomføring og oppfølging av anskaffelser, samt økt grad av selvbetjening og med muligheter for å automatisere manuelle oppgaver
