The Indian Ocean Commission has launched Cycle VII of the AléVini Regional Mobility Fund to support cultural and creative industry professionals seeking regional networking and professional development opportunities. Funded by the French Development Agency, the programme provides up to €3,000 for individual mobility and up to €250 for exporting creative works, with applications open until 2 November 2026.

The programme supports regional networking, professional development, creative residencies, artistic and cultural exchanges, workshops , thematic meetings, collaborative project development, research, creative production, and the regional movement of cultural works. Priority is given to initiatives that advance gender equality and strengthen women’s participation and inclusion in cultural and creative industries.
AléVini is part of the Indian Ocean Commission’s regional Cultural and Creative Industries Development Project.
The programme promotes the mobility of cultural and creative professionals within the Indian Ocean region. It seeks to strengthen professional networks, regional cooperation, artistic creation, production, distribution, and dissemination.

The programme offers two forms of financial support.
Individual regional mobility assistance: Up to €3,000.

Applicants may combine both forms of assistance. However, they cannot apply only for assistance to export works; the proposal must include an eligible mobility component.
Family-related support associated with the mobility.

Applicants requesting export support must estimate the volume of works being transported and provide a description of the items.
Applicants must satisfy all the following requirements:
Be a national and resident of an eligible country.
Be directly responsible for preparing and managing the proposed activity.
Not have previously received funding through any grant scheme under the Cultural and Creative Industries project.
Comply with the rules of the Indian Ocean Commission and the French Development Agency.
Not be subject to national or international restrictions or sanctions imposed by technical or financial partners.
Fall under an exclusion category listed in the Declaration of Integrity.
Have a conflict of interest involving the Cultural and Creative Industries project team or the Indian Ocean Commission.
Are family members of relevant project personnel.
Are technical or financial partners of the Indian Ocean Commission.
Represent member states before the Indian Ocean Commission.
Have an open or uncompleted grant agreement with the Indian Ocean Commission.
The programme supports two principal forms of mobility.
Networking mobility enables applicants to meet cultural operators and potential partners, identify or develop joint projects, and establish new professional collaborations.
Professional development mobility may include:
Artistic and cultural exchange programmes.
Participation as a learner, contributor, or trainer
Priority is given to mobility within the Indian Ocean region, specifically between the eligible countries and Réunion.
Travel outside this area is strictly limited to exceptional cases and must be fully justified.
The supported activity must take place between 1 March and 20 December 2027 .
The activity must last at least five days and no longer than 15 days, excluding travel days.
Applications proposing mobility outside this period or duration may be considered ineligible.
Special consideration will be given to projects that advance equality and support the full participation and inclusion of women .
Applicants should explain how the proposed mobility contributes to women’s participation, professional development, leadership , visibility, or opportunities within the cultural and creative industries.
AléVini helps cultural and creative professionals build regional networks, access professional development opportunities, develop artistic collaborations, and share their work across the Indian Ocean region.
The fund supports a more connected regional cultural ecosystem by strengthening relationships among artists, cultural operators, producers, trainers, and creative organizations.
Its gender-equality priority also encourages mobility activities that expand women’s participation and inclusion in cultural and creative industries.
