Assignment Title: AI/ML Platform: Private Sector Solutions in Forced Displacement

ASSIGNMENT DESCRIPTION We seek to procure professional services to design, build, and deploy a scalable, global regulatory and market intelligence platform. The primary objective is to develop and implement a modular, AI/ML-powered system that delivers "intelligence as a service" to advance the economic inclusion of forcibly displaced persons (FDPs) in fragile, conflict-affected, and low-to-middle-income environments. This software platform will foster enabling environments by mapping both de jure (formal) and de facto (applied) market access conditions and regulatory frameworks, overlaying them with market information to pinpoint high-impact reforms and investment opportunities for the private sector. The successful provider will be responsible for the full technology lifecycle—including design, software development, data pipeline integration, and maintenance—combined with on-the-ground validation in pilot countries. The core deliverables under this contract comprise the fully functioning platform itself, interactive dashboards, robust APIs, and automated, tailored reports. The system must automate regulatory and market mapping using advanced data science (including NLP, sentiment analysis, and explainable machine learning) to provide close to real-time, investment-grade intelligence. Crucially, this assignment operates at the complex intersection of technology, market economics, and forced displacement. To ensure safety, accuracy, and ethical compliance, the platform must employ a strict "Human-in-the-Loop" (HITL) design. Fully automated algorithmic decision-making will not be permitted; human oversight, expert validation, and ethical guardrails must be integrated into every step of the data curation, analysis, and system training process. Interested firms must demonstrate deep, pre-existing expertise in fragile and conflict-affected situations (FCAS) and a robust understanding of the ethical considerations of working with vulnerable populations. A core component of the evaluation will be the vendor's proposed framework for ethical governance, including the application of 'Do No Harm' principles, mitigation of algorithmic bias, and data protection protocols that meet international standards. SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Submissions should specifically highlight the firm's dual capabilities in: - Advanced AI/ML systems engineering, data science, software platform development, and Human-in-the-Loop (HITL) system design. - The design and execution of data-driven projects in forced displacement and/or fragile and conflict-affected settings. Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now. NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
