Formålet med anskaffelsen er å innhente en totalentreprenør til å detaljprosjektere og bygge friområdet og gatetunet som er regulert i Kyrre Grepps gate. Anskaffelsen omfatter nødvendig detaljprosjektering og gjennomføring av prosjektert løsning. Strekningen har vært sperret for gjennomgangstrafikk på initiativ fra bydelen siden 2018 for å oppnå et bilfritt miljø mellom parkområdene på hver side. Ved ombygging vil Haarklous plass gi et sammenhengende areal uten biltrafikk.Det er opp til totalentreprenør når oppdraget skal utføres, så lenge alle arbeider er ferdigstilt innen sluttfristen (10. mai 2027), og anleggsperioden gjennomføres rasjonelt og helhetlig. Beplantning og asfaltering kan utføres i etterkant av øvrige arbeider på grunn av værforhold, men må ferdigstilles før sluttfristen.
