AtoN Technical Support Services:

This ATM seeks a suitably qualified provider who can deliver the provision of AtoN Technical Support Services in accordance with the Statement of Requirements and the Draft Contract. AMSA is responsible for providing an effective system of marine AtoN to the commercial shipping industry that meets the standards set by the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). The Aids to Navigation (AtoN) Network administered by AMSA consists of approximately 485 aids to navigation located at approximately 360 sites around Australia’s coastline which assist mariners to make safe and efficient passages. The AtoN (and associated equipment) comprise a variety of structures and systems across the AtoN Network that are required to be maintained throughout their useful life. AMSA will maintain the AtoN Network through seven (7) separate regional contracts, supported by a centralised technical support contract. The regional contract(s) do not form part of this procurement. The scope of this AtoN Technical Support Services contract requires the Contractor to provide remote technical support, triage and investigation of all AtoN Fault and Failures, logistics and undertake planned Essential Maintenance Activities under a fixed price arrangement. Additional services and Asset and Spare Part replenishment shall be reimbursed in accordance with the Draft Contract and Statement of Requirements. The tender documents (including Statement of Requirements and Draft Contract) are attached on AusTender (under ‘Go to ATM documents’). AMSA will host and make provisions for Tenderers to access an Information Package from a secure online directory. Access to download information contained in the Secure File Transfer Protocol (SFTP) directory will only be provided to Tenderers following their request for access to AMSA, via email, to the Authorised Contact at contracts-enquiries@amsa.gov.au. A reply email will initially provide the Tenderer with an ATM Tender Information Package Deed of Confidentiality that must be completed and returned by the Tenderer prior to receiving access and instructions for the SFTP directory. The Tenderer must at the time of submitting its Tender satisfy each condition for participation as follows: - The Tenderer must hold an Australian Company Number (ACN) and/or an Australian Business Number (ABN) or an Australian Registered Body Number (ARBN). - the Tenderer holds all Valid and Satisfactory Statements of Tax Record required for its entity type; and - the Tenderer holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive). It is expected that the Contract will be executed by 1 February 2027, the Contractor will be required to deliver Transition Services prior to the Contract Commencement on 1 July 2027. The Contracts will include an initial term of five (5) years with the option to extend for up to 4 years (two (2) years, plus one (1) year, plus one (1) year).
