2027 Listening to Ukraine

The World Bank invites qualified survey research firms to express interest in providing survey implementation services for the Listening to Ukraine (L2UKR) High-Frequency Phone Survey Program during 2027. The L2UKR program is a nationally focused phone-based survey designed to monitor the socioeconomic welfare, livelihoods, displacement experiences, labor market outcomes, service access, perceptions, and recovery-related challenges facing households in Ukraine. The survey provides timely evidence to inform policy dialogue, analytical work, and operational support activities. The selected firm will be responsible for the implementation of repeated survey rounds from January- December 2027. Services are expected to include, but may not be limited to: - · Questionnaire programming and testing; - · Sample management and respondent tracking; - · Computer-Assisted Telephone Interviewing (CATI); - · Enumerator recruitment, training, and supervision; - · Data quality assurance and monitoring; - · Secure data management and transmission; - · Preparation of clean microdata files, documentation, and survey reports.

Interested firms should demonstrate:

- · Proven experience implementing large-scale CATI surveys; - · Experience conducting high-frequency surveys and respondent re-contact; - · Strong quality assurance and data security protocols; - · Capacity to operate in challenging environments and maintain continuity of survey operations; - · Experience working with international organizations, governments, or development partners.
