About humanitarian & emergency relief tenders
Humanitarian procurement runs on a different clock from development contracting: framework agreements and pre-qualified supplier rosters are set up in advance precisely so that awards can be made in days when a crisis breaks. Getting onto those rosters is usually the real route into this market. Specifications for relief items follow published standards — agency item catalogues and the Sphere minimum standards — and deviation is rejected rather than negotiated. Delivery terms, lead times and the ability to reach insecure or landlocked locations often outweigh unit price in evaluation, and contracts carry strict obligations on neutrality, on screening against sanctions lists, and on the conduct of staff in affected communities.
