PART A — CONCEPT NOTE

1. Introduction and Programme Context

Saamuhika Shakti is a five-year urban WASH programme funded by the H&M Foundation, implemented by WaterAid India in Bengaluru. In Phase 2 (2023–26), WaterAid India is implementing a three-month Behaviour Change Communication (BCC) campaign across ten waste picker settlements focused on two themes: water quality, handwashing, and safe water handling; and community accountability and ownership of WASH services.

To generate credible, evidence-based measurement of the BCC campaign's impact, WaterAid India requires an independent agency to conduct a rigorous Knowledge, Attitudes, and Practices (KAP) pre- and post-assessment. The assessment agency is entirely independent of both the BCC campaign agency and the IEC content production agency, operating on its own timeline and with no programmatic dependency on either engagement. Its sole mandate is rigorous, objective measurement.

The pre-assessment (baseline) will be conducted before the BCC campaign commences in the target settlements. The post-assessment (endline) will be conducted 1 month after the BCC campaign concludes, allowing time for behaviour change to consolidate before measurement. The total assessment engagement window is approximately 6-7 months.

2. Assessment Objectives

Pre-Assessment (Baseline)

Establish a statistically reliable baseline of KAP among waste picker community members across both BCC themes in all ten target settlements.

Identify specific knowledge gaps, misconceptions, behavioural norms, and barriers to safe water handling and community accountability engagement.

Disaggregate baseline data by gender, age group, and settlement to enable differential analysis.

Post-Assessment (Endline)

Measure change in KAP against the pre-assessment baseline, following the BCC campaign and a 1–2-month consolidation period.

Assess BCC campaign recall, exposure to campaign materials and activities, which messages and channels were most retained.

Evaluate differential outcomes by gender, age, and settlement cluster.

Generate evidence-based findings and recommendations for future BCC programming with waste picker communities.

Eligibility & Qualification Criteria

Minimum 5 years of experience conducting quantitative and qualitative assessments or KAP surveys in the development sector.

Demonstrated experience conducting behaviour change or KAP assessments, preferably in WASH, health, or nutrition programmes.

Prior experience working in marginalised urban communities, particularly informal settlements, preferred.

Availability of trained Kannada-fluent enumerators with community-based data collection experience.
