The Governments of Liberia, Sierra Leone, Benin, and Central Africa Republic have received financing from the World Bank toward the cost of the Regional Program for Distributed Access through Renewable Energy Solutions (Regional DARES) and intend to apply part of the proceeds for consulting services.

The consultant ("the Services") shall lead and be accountable for the development, harmonization, and implementation of PPP frameworks under Regional DARES, ensuring that procurement approaches, contractual arrangements, and regulatory frameworks are structured to maximize competition, mobilize private capital, and facilitate scalable deployment of DRE solutions across participating countries. The duration of the assignment is approximately five years, with an expected start in October 2026. The RESPITE Regional Coordination Unit (RCU) now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI), including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), and educational and professional qualification certificates.

The shortlisting criteria are:

Advanced university degree (Master’s level or equivalent) in law, economics, finance, public policy, engineering, business administration, project finance, or a closely related field. At least 10 years of relevant professional experience in PPP structuring, transaction advisory, infrastructure finance, concession design, competitive procurement, or related fields;

Demonstrated experience structuring, procuring, negotiating, or advising on PPP, concession, IPP, mini-grid, energy access, infrastructure, or utility transactions involving private sector participation; Strong experience preparing or reviewing transaction documents, including RFQs, RFPs, concession agreements, grant agreements, implementation agreements, performance frameworks, and evaluation methodologies; Demonstrated understanding of mini-grid, DRE, rural electrification, EaaS, or technology-neutral electricity access business models, including commercial, regulatory, and financing considerations; Experience assessing bankability, risk allocation, tariff and subsidy design, blended finance structures, and financial viability of infrastructure or energy access transactions; Experience working with government entities, regulators, utilities, developers, investors, lenders, legal advisers, and development finance
