Selection Method: Selection shall follow the World Bank Procurement Regulations using the Quality-Based Selection (QBS) method.

1. Background

The Governments of the Commonwealth of Dominica and Grenada have received financing from the Global Partnership for Education through the World Bank for the Windward Islands Sector Transformation for Learning Enhancement (WISTLE) Project. The Ministries of Education intend to jointly procure a consulting firm to develop, pilot and support implementation of enhanced lower-secondary curricula and aligned assessment systems. The assignment will produce common regional solutions while contextualizing outputs for each country.

2. Objective

The consultancy will design and support implementation of an enhanced lower-secondary curriculum, strengthen national assessment systems, build institutional capacity, integrate digital delivery through an LMS, incorporate inclusive education and TVET pathways, and establish sustainable systems that remain after project completion.

3. Scope of Services

The selected consulting firm will: (i) review existing curricula and policies; (ii) develop curriculum frameworks and learning outcomes; (iii) prepare curricula, teacher guides and learning resources for Forms 1–3 in Dominica and Forms 1–2 in Grenada; (iv) develop a national assessment strategy, item bank and digital assessment library; (v) pilot and refine the curriculum; (vi) train curriculum developers, teachers and education officers; (vii) integrate resources into an existing regional LMS; and (viii) prepare sustainability and rollout plans.

4. Experience, Qualifications

The consulting firm shall demonstrate:

At least twelve (12) years' experience managing curriculum-reform projects, and at least twelve (12) years' experience in formative and summative assessment development, of comparable magnitude. At least two (2) completed curriculum assignments and one (1) completed assessment assignment at basic/secondary level in the past five (5) years, the latter involving quality-assured items used in a large-scale assessment. Graduate qualified team members in education, curriculum, or assessment, with proven research, statistical, and qualitative analysis skills. Understanding of the Caribbean education context, with at least two (2) team members having demonstrated regional experience in the Caribbean or a small-island state; a local representative or partner in the Eastern Caribbean is required if the firm is not Caribbean-based.
